Fluorescent Bulbs

Information for Recycling and/or Proper Disposal of School and Institutions Waste Lamps
(Fluorescent Light Bulbs)

It has been the policy of the NYS Department of Environmental Conservation since January 6, 2000, to allow handlers of hazardous waste lamps to utilize the reduced regulatory requirements of the Universal Waste Rule (UWR), while ensuring that the lamps will be managed properly at a regulated UWR destination facility. Everyone, other than a household residence, must dispose of hazardous waste lamps at a regulated UWR destination facility. Do not place in trash or dumpster!

Hazardous Waste Lamps

Includes, but not limited to:

  1. Fluorescent
  2. High Intensity Discharge (HIDs)
  3. Neon
  4. Mercury Vapor
  5. High Pressure Sodium
  6. Metal Halide

Shipping package must be:

  1. Structurally sound
  2. Compatible with contents
  3. Adequate to prevent breakage (dividers, peanuts etc.)

Shipping package must:

  1. Remain closed
  2. Lack evidence of breakage, leakage or damage
    (Not dented, holes & hand carries are taped shut, seams double taped etc.)

Shipping package must be labeled with:

  1. Waste lamps or
  2. Used lamps or
  3. Universal Waste Lamps

Shipping package must be dated:

  1. Each lamp individually or
  2. Each package (when first lamp goes in ) or
  3. Keep a continuous log (You must clearly demonstrate how long you've stored the lamps)

Universal Waste Lamps:

  1. May be stored onsite for up to 1 year
  2. Do not need to be manifested
  3. May be self-transported up to 500 pounds (800 four foot lamps) without a 364 permit.

Oneida-Herkimer Solid Waste Authority 2009 Disposal/Recycling Price:

  1. 4 & 8 foot Fluorescent bulbs - $.06/linear foot
  2. Circular Fluorescent bulbs - $.48/each
  3. Compact Fluorescent bulbs - $.48/each
  4. Fluorescent U-tube bulbs - $.48/each
  5. All other light bulbs are $.78/each

Authority's Recycling/Disposal Procedure:

  1. Inventory and sort all lamps being recycled or disposed of by length and type.
  2. Place sorted lamps in proper protective boxes. Protective boxes may be obtained at the Authority's Household Hazardous Waste Collection Facility on Leland Ave. in Utica. (Call Authority office for availability of boxes.)
  3. Label all boxes properly.
  4. Please contact the Authority office for price information.
  5. Contact David Lupinski or Josh Olbrys at the Authority offices (733-1224) to schedule a delivery date and time.
  6. Deliver waste lamps on the scheduled day along with the appropriate fees to the Authority's Household Hazardous Waste Management Facility on Leland Ave. in Utica.
