Advertisement for Bids - New Landfill Cell

Sealed bids for the furnishing of all labor and material necessary for the Cell No. 7 Liner System Construction will be received by the Oneida-Herkimer Solid Waste Management Authority until 2:00 P.M. local time March 10, 2017, at which time and place they will be publicly opened and read aloud.

Bids will be received for the following Contract:

Contract No. 17-0001 – General Construction: 

  • Prepare Cell No. 7 to subgrade.
  • Construction of approximately 9.9 acres of double composite landfill liner system.
  • Install groundwater, secondary, and primary leachate piping.
  • Install surface water drainage.
  • A detailed construction sequencing plan is required as part of the Contract.
  • All other miscellaneous work as shown on the Contract Drawings and as specified herein.

Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be examined at no expense at the office of Barton & Loguidice, D.P.C., 443 Electronics Parkway, Liverpool, New York 13088, or at Oneida-Herkimer Solid Waste Management Authority, 1600 Genesee Street, Utica, New York 13502.  Copies of the Contract Documents may be obtained from Barton & Loguidice, D.P.C., upon deposit of Fifty Dollars ($50.00) for each set.  Any Bidder upon returning such set in good condition within thirty (30) days following the award of the Contract or the rejection of the bids will be refunded his payment, and any non-bidder upon so returning such set in good condition will be refunded Twenty Five Dollars ($25.00).  Checks only shall be made payable to the Oneida-Herkimer Solid Waste Management Authority.

CASH DEPOSITS WILL NOT BE ACCEPTED.  ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER.

There is a mandatory Pre-Bid Meeting scheduled for all Bidders at the project site on February 24, 2017 at 10:00 A.M.  All Bidders must attend.

Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders.  No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.

This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Authority prior to incorporation into the work of the Contract.

The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.

The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
