The Authority staff maintains a strong commitment of outreach to the public through presentations on a wide range of Authority activities and issues including information on waste reduction, reuse of materials, recycling, landfill operations, backyard composting, sludge management, and services provided at Authority facilities.
Regular presentations are done at area schools, colleges, businesses, civic groups and other organizations.

Emily Albright, Director of Recycling - Ms. Albright has been with the Authority since November 2015. She is responsible for planning and coordinating the Authority's recycling program, marketing processed recyclables, providing recycling education and information, and overseeing the enforcement of the Counties' Solid Waste Management Laws and the City of Utica Waste Code. Ms. Albright holds an A.A.S. degree in Fish & Wildlife Management, an A.A.S. in Ecology & Environmental Technology, and a B.S. in Natural Resources - Environmental Science from Paul Smith's College of Arts and Sciences.
Josh Olbrys, Landfill Operations Manager - Mr. Olbrys has been with the Authority since March 2006. He is responsible for managing all aspects of the Authority's Regional Landfill operations and insuring that the landfill is in compliance with statutes, rules and all applicable regulations. Mr. Olbrys has a B.S. degree in Environmental Studies from SUNY Plattsburg.
William Rabbia, Executive Director - Mr. Rabbia has been with the Authority since May 1991. He was appointed Executive Director in March of 2009. Prior to becoming Executive Director he served as Deputy Executive Director since 2002. He is responsible for all Authority functions, including operations at the Authority's Recycling Center, Green Waste Composting Facility, Transfer Stations, Household Hazardous Waste Collection Facility, as well as other Authority properties. He has overseen construction of the Authority's Landfill and retrofit of the Authority's Recycling Center for single stream processing. Mr. Rabbia has a B.S. degree in Environmental Science and Planning from SUNY College of Environmental Science and Forestry, Syracuse.
Jamie Tuttle, Recycling Educator - Miss Tuttle has been with the Authority since August 2010. She is responsible for planning and coordinating recycling programs for the schools throughout Oneida and Herkimer Counties, assisting with the coordination of the Authority's regional single stream recycling program, and educating the community on recycling and waste reduction through presentations and facility tours. Miss Tuttle has a B.S. degree in Elementary Education from SUNY Oneonta.
